Helen Ingram
Professor Emeritus at the Department of Urban Planning and Public Policy, University of California, Irvine. She is also Research Fellow at the Southwest Center at the University of Arizona. She lives in Tucson. Her work spans water politics and policy and public policy theory. She is best known for her work with Anne Schneider on social construction and policy design. She is also an authority on water and her interests span water allocation, and water equity.
Wendy (Gwynn) Laird Benner
Wendy (Gwynn) Laird Benner
Founding director for US-Mexico border programs at the Sonoran Institute where she worked trilaterally to found the International Sonoran Desert Alliance. Benner was presidentially appointed to the Good Neighbor Environmental Board and went on to become the U.S.-Mexico Border Coordinator for Region 9 of the Environmental Protection Agency under the Clinton administration. Much later, Benner served as founding executive director for the Blum Center for Developing Economies and Assistant Director for the Humphrey Fellowship Program at the University of California, Davis. Benner recently retired as Assistant Vice Provost from UC Santa Cruz.
